Our Founder

Don Troutman

Don Troutman is a pioneer in the recovery field, where he has worked since 1989 as the founder/owner of Clean & Sober Transitional Living in Fair Oaks, CA. Don graduated with a Bachelor of Science degree in Business Administration from Fresno State University. He has over two years of post-graduate studies in addiction and continues to stay on the cutting edge in the field of recovery.

Don served on the Board of Directors for the California Association of Addiction Recovery Resources (CAARR, now CCAPP) from 2001- 2007 and again in 2008-2009. He has also served as Chairman of the Sacramento Sober Living Committee and as an active member of the California Legislative Committee on Addiction.

Don has been active for years in the Fair Oaks Chamber of Commerce as board member and President of the Board. He has incorporated the CSTL “family” into community service at events at events in Fair Oaks throughout the year. Don’s work in the world of recovery has been commended by many elected officials, including the California State Legislature.

As a Vietnam Veteran, Don takes special interest in reaching out to all military veterans. In recovery since 1985, Don has dedicated his life to helping the newcomer to recovery claim a strong and healthy future of recovery.

Stacey McElheny

With over 28 years of experience in recovery, Stacey brings a rare blend of professional expertise and personal insight to her leadership roles in the recovery community. As COO of Palm House and Bohemian House, and now Clean & Sober Transitional Living in Fair Oaks, California, Stacey has dedicated her life to creating safe, compassionate spaces for individuals seeking healing from addiction.

Being in recovery herself, Stacey offers more than just operational leadership—she brings empathy, understanding, and a deep respect for each person she encounters, encouraging them on their journey to recovery. Her approach is rooted in care and meaningful conversation, helping others find not only sobriety but a true sense of sanctuary.

Under Stacey’s stewardship, these homes are more than just places to stay—they are communities of hope, support, and transformation.

In Memoriam

Jeanie Nevin Gschweng

August 15, 1970 – April 20, 2020

Jeanie (Nevin) Gschweng first came to CSTL as a resident in 2004; she left to go to residential treatment for three months and returned to CSTL because it was where she “wanted to be.” In late 2006, she joined the office staff at CSTL and became the General Manager in mid-2007, a position that she held until her death in 2020.

Jeanie’s emotional strength, her compassion and unfiltered honesty, her dedication to the CSTL community, and her commitment to maintaining its integrity and purpose made her the “heart and soul” of CSTL for the thousands of residents who came through the door while she was the General Manager.

In 2022, CSTL officially renamed our Phase 1 Meeting House “Jeanie’s House” in her memory. We who work in the office now do so in her memory, and we do our best to carry on her legacy and to keep CSTL the intentionally-designed and rigorously-managed community that provides a safe and supportive environment for those recovering from drug and alcohol addiction.
